provide similar coverage at significantly reduced rates.
We have provided Kawano Assurance’s representative, Mr. Bob

RECOGNITION OF CLADDING AND DECKING AS A REGISTERED TRADE
This is a reminder of our Bulletin #05-08 in regard to a Letter of Understanding
recognizing a training program and participating in an application under the
TQAA relating to an affiliated trade for Sheeting and Decking.
We have had several meetings with the Government’s Ministry of Training,
Colleges and Universities and the preliminary discussions relating to the
recognition of cladding and decking as a registered trade are encouraging. By
having the industry recognized as a registered trade, it becomes an
apprenticeable trade with Government funding being available for training.
We would like to thank those member who have written letters of support to have
Cladding and Decking as a registered trade affiliated with the Sheet Metal trade
under the TGA.
More letters of support are required and we would ask that you write a letter
on your letterhead and forward the letter to the Group Office.
Two
draft form letters are attached for your assistance.
Thank you for your co-operation in this endeavour.

Re:
Cladding and Decking – Registered Trade
Dear Sir:
We are a sheet metal contracting firm in the Province of Ontario who works
exclusively in the cladding and decking component of the industry.
Currently, there is no formal training or any formally-recognized training for
individuals working in this industry in the Province. A high number of our
employees are now planning retirement and attracting new people to this industry
is difficult. We believe this situation would be lessened if the trade was a
registered trade in the Province.
We support the endeavour to have siding and decking as a registered grade
affiliated with the sheet metal trade under the TQA.
Yours sincerely,

Cladding and Decking – Registered Trade
Dear Sir:
We are a sheet metal contracting firm in the Province of Ontario who from time
to time would engage in the cladding and decking component of the industry.
Currently, there is no formal training or any formally-recognized training for
individuals working in this industry in the Province. With this situation, it
makes it difficult to attract individuals to, and retain them in, this trade.
We support the endeavour to have siding and decking as a registered trade

NEW EMPLOYMENT STANDARDS POSTER
The Employment Standards Act, 2000 requires that employers post at least one
employment standards poster in each workplace. The poster must be the most
recent version published by the Minister of Labour, and it must be in a
conspicuous location.
A new version was released in February 2008 and reflects recent changes to
employment standards with respect to Minimum Wage, Reservist Leave, Declared
Emergency Leave, Family Day and Family Medical Leave.
The new poster can be downloaded from the Ministry website at
http://www.labour.gov.on.ca/english/es/poster.html. Alternately, employers
may order copies of the poster from Service Ontario Publications.
We are currently in a transition period, during which time employers who have
not posted the new poster version may be issued a Compliance Order by an
employment standards officer. Employers will not be subject to Notices of
Contravention or prosecutions unless they fail to comply with a Compliance
Order.
The transition period will end on April 11, 2008. After this date, employers
will be subject to the full range of employment standards enforcement measures,
including fines.

RECOGNITION OF CLADDING AS A REGISTERED
TRADE
At negotiations in 2007, the Parties agreed to enter into a Letter of
Understanding recognizing a training program and participating in an application
under the TQAA relating to an affiliated trade for Sheeting and Decking.
We have had an initial meeting with the Government’s Ministry of Training,
Colleges and Universities and the preliminary discussions relating to the
recognition of cladding and decking as a registered trade were encouraging. By
having the industry recognized as a registered trade, it becomes an
apprenticeable trade with Government funding being available for training.
Proper training for workers engaged in this industry has been too long ignored.
The lack of formal training affects worker and jobsite safety, quality and
proper installations as well as proper material handling methods and rates of
production. As a recognized apprenticeship, it would greatly assist in the
attraction and retention of employees.
We have taken the liberty of providing draft form letters supporting our
position and request that you apply the intent to your letterhead and send the
letters back to the Group Office so that we may submit the support letters as a
package with our formal request.

LABOUR REQUIREMENT DATA
As we move forward in 2008, there appears to be a significant number of projects
with varying manpower requirements taking place across the Province. As you may
imagine, this could be a logistical nightmare to have the number of men required
in the right place at the right time.
In order to assist our labour partner in meeting your manpower requirements,
please when you have secured the order, advise the union business manager of the
project location of your anticipated manpower needs. He will need to know your
total labour requirements with emphases on your anticipated manpower hiring
schedule and your anticipated crew reduction schedule. It is understood that
these numbers you would be providing are floating targets and somewhat subject
to revisions as the project proceeds.
A draft form was sent to you for your use in advising the union of your
anticipated needs.
Please provide the Group Office with a copy of any correspondence you may have
with the union relating to this subject and as well, keep the Group Office
informed of all conversations with the local unions relating to their failure to
meet your manpower requirements.
